One school in ten has a report card

By David Cooper · 8 September 2026

2,481 open England schools have been inspected under the new framework. 19,251 still carry an old single-word grade. If your list only shows report cards, it covers a tenth of the market.

Ofsted's new framework started on 10 November 2025. Ten months on, here's where the transition has actually got to.

Of the 24,553 open England schools we hold, 2,481 have an inspection dated on or after 10 November 2025. That's 10.1 per cent. Another 19,251 carry a judgement from the old framework, and 2,821 have no inspection on file at all, which is mostly schools too new to have been visited.

Our inspection history holds 2,510 inspections under the new framework, the first dated 11 November 2025 and the most recent 7 July 2026. Of those, 2,454 carry the six area judgements.

Run the arithmetic and it's about 3,850 inspections a year. At that rate the last old grade disappears somewhere around 2031. That isn't a backlog, it's the inspection cycle working as designed, and it means the two systems will sit side by side for the rest of the decade.

Which makes the single-system datasets actively misleading. A list showing only report cards is a tenth of the market. A list showing only old grades is ageing at roughly 300 schools a month and says nothing about the schools most recently looked at. Neither one answers the question a salesperson is actually asking, which is what does Ofsted currently think of this school.

We show both, and we'd argue anyone selling you school data should have to say which of the two they hold before you pay for it.

The limit worth knowing: the 2,821 with nothing on file aren't unrated for interesting reasons. They're new schools, recent conversions that reset the URN, and a small number where the inspection exists but hasn't reached the published management information yet.

Method. Counted from the monthly Ofsted management information files and the year-end all-inspections files we import, against the open England school list from GIAS, as at the July 2026 publication. A school counts as having a report card if its most recent inspection of any kind falls on or after 10 November 2025.
